Tenders & Proposals

The key to a successful project is ensuring that the commercial and contractual foundations of any potential project are robust.  This is achieved by understanding the scope of work to be delivered and pricing it accordingly by evaluating the time, resources and risks associated with the work.

Monarch Consulting has extensive experience in evaluating, preparing and submitting tenders received from clients as well as ensuring that any tenders issued to lower tier contractors are comprehensive in their requirements. 

Tendering Phase

Monarch Consulting can provide support to a range of Oil & Gas and Renewables organisations, from bespoke subcontractors to international operators, at all stages of the project life cycle.

When preparing received tenders;

  1. Evaluate feasibility of winning a received tender (go or no-go) and allocate time and resources appropriately

  2. Identify Client deliverables and liaise with appropriate departments for responses in line with tender schedule

  3. Prepare and submit a bid package in compliance with the required tender instructions

  4. Review, qualify and negotiate proposed contractual terms and conditions

  5. Develop a price and schedule of rates which captures both direct and indirect costs associated with scope of work, plus the relevant pricing notes

  6. Perform risk workshop to identify risks, develop mitigation strategy and subsequently estimate risk money

  7. Liaise with insurance brokers and financial lenders to obtain estimate for contract specific requirements

  8. Liaise with lower tier subcontractors to obtain their prices

​Preparation of lower tier contractor tender packs and subsequent evaluation;

  1. Develop tender strategy to identify most appropriate pricing structure and risk profile

  2. Develop a programme to identify required tender packages and associated lead times to meet required execution start dates

  3. Ensure that a mature and robust scope of work is used for pricing purposes to facilitate a comprehensive response

  4. Prepare work packs (drawings, specifications, quantities) for issue to prospective tenderers

  5. Develop an evaluation strategy to score the tenderers submission in terms of cost, schedule, capacity, capability , suitability, prior performance, HSE, Quality etc

  6. Open received tenders or download eTenders in line with confidentiality procedures

  7. Review and negotiate the commercial, contractual and technical aspects of proposed submissions

  8. Collate the Commercial, Contractual and Technical qualifications for incorporation into the final agreement
